Logan city celebrates new fire station's official opening

The residents of a Logan city neighborhood helped put a new fire station into service Monday night.

Station 72, located in the Woodruff neighborhood at 573 W. Golf Course Road, is the third fire station in city limits, and Fire Chief Jeff Peterson says he is thrilled with how it turned out.

Shirley Smart is the Woodruff CERT (Community Emergency Response Team) representative. Some time ago, she was asked to go door to door throughout the neighborhood and help inform the public about the coming fire station, which was still under construction at the time.

Peterson said the city committed to the construction of a new station six years ago and started collecting impact fees. Herald Journal

Federal government, conservation groups reach settlement in energy corridor lawsuit

Some provisions of a federal plan to designate thousands of miles of energy corridors across public lands in 11 western U.S. states will be revised under a settlement reached last month between federal land managers and environmental groups and San Miguel County Colorado. Under the settlement, approved July 11 by U.S. District Court judges in San Francisco, federal officials must do more analysis of the environmental impacts to the land in areas where some trails, historical sites and sensitive wildlife habitat could be affected by the planned energy corridors.

SUWA, The Wilderness Society, and the National Park Conservation Association sued the Interior Department and other federal agencies, over the Jan. 14, 2009 designation of 6,000 linear miles of energy corridors on Bureau of Land Management and U.S. Forest Service lands throughout the West.


Under the settlement, the BLM, Forest Service, and DOE will be required to create an agreement that outlines procedures to periodically review the corridors to assess the need for corridor revisions, deletions, and additions, said Blake Androff, deputy director of communications for the DOI.

The settlement also requires analysis of environmentally sensitive areas, the impact on landscape and the inclusion of renewable energy projects when appropriate, all issues Thomas says were not a major priority in the 2005 Energy Policy Act.

Studies performed by the Western Electricity Coordinating Council and Western Governor’s Association, must also be included in the analysis, and public input is now a mandatory element in deciding where a corridor should be located, Thomas said.

Many of the corridors included in the 2009 plan crossed areas in southeast Utah and through national parks, such as Arches National Park and the Grand Staircase-Escalante National Monument. Thomas said the regard for Utah’s iconic lands was not a priority under the Bush energy plan. She said little to no benefit would have come to Utahns as a result of energy corridor development. Most mechanical devices benefit from some sort of lubrication to allow them to run more smoothly and to decrease wear on the internal parts due to use. For example, automotive engines require sufficient motor oil to keep them functioning as designed and allow them to endure the stresses and strains of constant use.

Similar to mechanical engines, the economic engine requires certain lubricants to keep it functioning effectively and efficiently.



For the quarter ending June 30, overall consumer credit increased 5 percent on a seasonally adjusted annual basis. This overall measure is also down slightly from the first quarter of 2012. Consumer credit increased at an annual rate of 5.9 percent in the first quarter.

While credit is issued by a number of institutions, for the Fed's purposes six broad categories of debt holders are tracked. Based on the amount of consumer credit outstanding, the following are some of the larger holders of this debt: depositary institutions, finance companies, credit unions, the federal government and pools of securitized assets.

For the U.S. economy to function effectively, the amount of consumer credit outstanding and the creation of new credit are both critical. Growth in the velocity of credit creation over the medium term will be one signal of increasing strength of the U.S. economy.

County planners approve 'energy overlay zone'

In a move intended to give local government more clout in setting the course of energy development on public lands, the county planning commission on Tuesday voted to recommend an amendment to the master plan to call most of the territory in its borders an "energy zone."

The new zone would overlay existing land use zones as a way of emphasizing that the area is open for energy extraction as well as other activities.

Concept now goes to the county commission for final approval. That approval seems likely, in that all three county commissioners were present at the planning meeting and voiced no misgivings.

The energy zone would apply only to land owned by the public and administered by the federal or state governments. Large private tracts such as ranches and hunting reserves would not be included.

The Federal Land Policy and Management Act says that agencies such as the BLM and Forest Service must take local plans into account when making land use decisions.

Besides fossil fuels, the county has identified zones for wind and solar energy. Sun Advocate
